International Labour Organization. A stakeholder is anyone who may be affected by, or may affect a project. During implementation of a programme, there is need for inclusive involvement of the various stakeholders for the success of a programme. Stakeholder engagement refers to substantive, two-way dialogue involving role-players in delivery of a project. Each stakeholder plays a role during one or more stages of the project cycle.
