The manual serves as a guiding document or step-by-step reference for BDA staff and project teams that will be tasked to work with local communities to establish, develop and sustain community-based enterprises. It is divided into two parts: Part 1 contains concepts, principles and policies that the BDA will adhere to as it supports communities in enterprise development. Part 2 contains tools and guidelines in actual enterprise project development -- from planning to implementation. Funded by the Mindanao Trust Fund (MTF), PLEDGE has supported confidence and peace-building efforts through local economic development.
