- COVID-19 and the tourism sector International Labour Organization (Issuing Body) In March 2020, after COVID-19 quickly spread to all parts of the world, international tourism essentially came to a halt. Measures such as travel restrictions, flight cancellations and the closing of tourism businesses have had an immediate impact and have significantly diminished the supply of, and demand for, domestic and international tourism services. For a sector with important multiplier effects on employment in related sectors, including agriculture, transportation, handicrafts and food and beverage provision, the COVID-19 pandemic presents massive challenges.
