Constructing indicators on employment and social protection for the United Nations Economic Commission for Europe (UNECE) region is not an easy task. The chapter discusses a set of core indicators on employment and social protection for the UNECE region. Demographic changes have significant repercussions on employment and social protection policies. Employment promotion is a powerful means of mitigating the effects of population ageing on social protection schemes, especially where there is a large informal sector. The general employment to population ratio is defined as the employed population as a proportion of the total working-age population and can be broken down by sex. The unemployment rate quantifies the proportion of older workers who do not have a job but are available and actively looking for work as a proportion of the total labour force in the same age group.
