However, progress in formalising domestic work remains slow. Even when legal coverage increases through new labour and social security laws, enforcement is often inadequate, rendering the coverage ineffective. This introduction aims to understand the dynamics and causal factors that shape effective formalisation, as well as the intermediate forms between informal and formal work, highlighting the agency of different actors –at the macro, meso and micro levels– (states, intermediaries, collective actors, employers and workers).
