While the Palau Development Plan (2023–2026) provides a clear vision for economic revitalization, this Brief explores how targeted actions across key areas of employment are needed to realize decent work for all in Palau. The Brief provides a critical analysis of key topics such as youth, migration and sustainable tourism while reflecting the views and perspectives of government leaders, social partners and civil society members that participated in the National Policy Dialogue. Key priorities identified include aligning tourism initiatives with workforce development, addressing the cycle of vulnerability for youth, and increasing emphasis on employer-led initiatives to stimulate high-value, eco-friendly tourism.
