| contents | EL ESTADO EN ACCION: LA APLICACIÓN DEL MODELO DE ANALISIS DE POLITICAS PUBLICAS Esther Parra Ramírez Política governance human rights public policy socials politics public management From the concept and theory of public policies, the article seeks to show theimportance of the aplication of the analysis model, it being an articulator ofthe tecnical and political rationality in decisions about public matters. Thisanalysis model is also a new contribution from political science to understandthe action or lack of action of the state in it`s relationship with civil society. Onthe basis of a methodology fundamented in the historical perspective, we aretrying to make possible the recontrucction of the process -rising, formulation,implementation and evaluation- from the different position takings of thestate in the resolution or management of situations that pass to becomesocially problematic.
