  • EL LIBERALISMO: LAS BASES SOCIALES Y SU PAPEL EN LA CONSTRUCCIÓN DE UNA IDENTIDAD REGIONAL. LA EXPERIENCIA DE SANTANDER EN COLOMBIA Heraclio Bonilla Juan Fernando Duarte Borrero Álvaro Acevedo Tarazona Política Colombia Civil war Septembre 11 Latin America Foreign policy This paper seeks to analyze the changes of US foreign policy towards LatinAmerica in general, and Colombia in particular in the post-September 11world and its implications for the termination of the peace process. In orderto explore the number of variables involved in such complex analysis thetext is divided into two sections. Each section is based on a response to aparticular question that will describe the most relevant facts and furtherdeepen the discussion over the rationale and frameworks behind the policies. The questions are: Does peace in Colombia complies with the US regionalhegemonic aspirations? and Is Washington interested in brokering orsupporting an eventual peace process in Colombia? This paper is an attemptto "de-classify" present policies in order to announce an unfortunate failure. In other words, this paper is a small contribution in understanding how theUS at the beginning of the XXI Century became involved and activelycontributed to the escalation of the internal civil war that used to be betweencolombians. 2002 artículo científico 0124-0781 https://www.redalyc.org/articulo.oa?id=11040708 en http://www.redalyc.org/revista.oa?id=110 Reflexión Política application/pdf Universidad Autónoma de Bucaramanga Reflexión Política (Colombia) Num.7 Vol.4
