Smolka Alfonso Iracheta Cenecorta Economía y Finanzas poverty poverty pobreza pobreza land market The insufficient supply of serviced land at affordable prices forthe urban poor and the need for regularization of the consequentillegal occupations in urban areas are two of the mostimportant issues on the Latin American land policy agenda.Taking a structural/integrated view on the functioningof the urban land market in Latin America, this paper discussesthe nexus between the formal and the informal land markets. Itthus exposes the perverse feedback effects that curative regularizationpolicies may have on the process by which irregularity isproduced in the first place. The paper suggests that a more effective approach to theprovision of serviced land for the poor cannot be resolved withinthe prevailing (curative) regularization programs. These programsshould have the capacity to mobilize the resources thatdo exist into a comprehensive program that links regularizationwith fiscal policy, including the exploration of value capturemechanisms. 2000 artículo científico 1405-8421 https://www.redalyc.org/articulo.oa?id=11100806 en http://www.redalyc.org/revista.oa?id=111 Economía, Sociedad y Territorio application/pdf El Colegio Mexiquense, A.C.
