contents Federalismo fiscal y asignación de competencias: una perspectiva teórica Manuel Díaz Flores Economía y Finanzas equity efficiency competences transferences centralization The goal of this paper is to make an account of the basic federalismprinciples from the classical perspective of Wallace E. Oates, who usesthe primary functions of public sector (stabilization, distribution andassignment) explained by Richard Musgrave. In order to achieve thisgoal, the paper approaches to the advantages and disadvantages of acentralized government, the conceptual principles which could lead toan optimal distribution of income and expense competences in the differentfederal government spheres. Likewise, the roles of the conditionedand the non conditioned transference oriented to redistributionand compensation of regional lack of equilibrium that emerges in thefederal systems are highlighted.
