This situation is easy to verify notonly through the analysis of population, income levels and services sectordata, but also because of the lack of minimum management andadministrative skills by most municipal administrations in Brazil. TheBrazilian case is explained by a historic process of municipalities creationwhich has been deformed in terms of principles and form by ashadow industry or cities creation.
