Understandingthe relationships of health promotion (HP) with social change, social capital construct, politics and power distribution is essential for orienting work towards community involvement in order to achieve health goals and better quality of life for every body. It is not possible to develop a convivial and healthy environment without the participation of individuals and communities. Health workers need to redefine their role to impulse the participation of community organizations and local communities. It is necessary to evaluate the health sector reforms to determine if they are negatively affecting participatory processes and increasing inequities.
