Salud health policy health system Sanitary reform The main concern in this article is: why has the Colombian health system been ranked at first place in Latin America by the World Health Organization (WHO) evaluation of health systems performance? From a sociopolitical perspective, this paper presents a two-termsanswer: first, because WHO incorporates the hegemonic model or main stream of health systems reforms in the 90s, and the Colombian health system shares most of the desired features of that model. Second, this correspondence is explained by the Colombian sociopolitical process, which has built a liberal, individualistic political culture, based on property and charity for organization and distribution of health services.
