Ernesto Mora Queipo Sociología state people ethnocide globalization Indigenous People Since the promulgation of the Guatemalanconstitution in 1945 (Guatemala was the firstLatin American constitution to establish rightsfor indigenous people) up until the present time, the personal rights of these people, their right toparticipate with their own voice in the politicalforum of their corresponding national states, andtheir right to exercise control over their own culture, have been legally recognized from a judicialperspective. The defense of these constitutionalrights has produced great tension: the governmentsof Latin American countries confrontthe need to exploit all material and humans resources(indigenous and otherwise) in their countries,in order to insert themselves competitivelyinto the new international market structures. From the Venezuelan experience, weanalyze: 1. The impossibility of the State toguarantee the control of its own ethno-cidalmechanism; 2. The negation of the rights thatsanction on a practical level the condition ofhuman being in the case of indigenous people ,turning them into the mute personage typicallyfound in drama and pantomime; 3. Thepossibilities that indigenous people have to exerttheir right to give voice to their plight politicallyon the national and international scene. 2001 artículo científico 1315-0006 https://www.redalyc.org/articulo.oa?id=12210305 en http://www.redalyc.org/revista.oa?id=122 Espacio Abierto application/pdf Universidad del Zulia Espacio Abierto (República Bolivariana de Venezuela) Num.3 Vol.10
