- Administración comunal del medio ambiente en la Argentina: Diseño de estrategias para la gestión y la formación de recursos humanos Fabio Peluso Eduardo Usunoff Estudios Culturales This paper offers a diagnose of the status of the community environmental management in Argentina as a framework to present a proposal for a change taking into account the current situation.Community environmental management is neither effective nor efficient due to several reasons: legal empowerment, technical know-how, and available resources are very limited al the municipal level, which does not allow the achievement of the three main goals of any community environmental management agency: descentralization, transectorization, and social participation.The proposal for a change is based on the redefinition of the active role of research and scientific and technologic transfer groups, on one hand, and the professional and technical educational sector on the other hand. Research and development centers may include in their agendas environmental topics of municipal interest (sponsored themes).
