The violation of the principle of electoralequality (one man, one vote, one value), in the electoralsystem for seats assignment in the Low Chamber (Houseof Representatives) are not sustained in clear elementsof representation of more depressed regions and do noteven justify the application of this Dahlian approachto the High Chamber (Senate of the Republic), bringingabout a lack of territorial and population representationof the poorest areas.
