Polan Lacki Estudios Agrarios On the basis of the reflection of Bukharin, it seemed that in Latin American agriculture we wouldhave to dedicate us more to the economy than to the policy. We would have to discard thoseutopian pseudo-solutions that as soon as they contribute to confuse the agriculturists and toperpetuate the problems of the land, since the rural sector is demanding solutions really. As littleit serves to continue affirming to the agriculturists who their difficulties will have to be solved bythe state through abundant and cheap credits, of the adquisition, refinement or remission of itsdebts, the concession of internal subsidies, the increase of the value of the dollar, the reduction ofthe taxes and the tolls, the protection against the food import, etc.By but wished and attractive that they are, in the short and medium term these proposals will notbe taken to the practice. In the internal plane, by insufficiency of resources to maintain in the timethese perpetuate mechanisms of independence; and in external plane not to have the politicalstrength to prevent that the developed countries continue subsidising and protecting to theiragriculturists.
