We consider what is themost e��cient strategy to achieve permanent reductions in fiscal deficits inSpain. We analyse the possible interdependence between expenditure and revenuesby performing standard Granger causality tests. We find that there is abias towards deficit in public sector size and long-run bidirectional causalitybetween public revenues and expenditure, although the direction of causalityseems to hold mainly from public expenditure to revenues.
