| contents | Os Determinantes da Existência e dos Poderes das Câmaras Altas: Federalismo ou Presidencialismo? Pedro Robson Pereira Neiva Sociología Senates Federalism bicameralism upper chambers Presidentialism This article seeks to identify the determinants of the existence and powers ofupper legislative chambers. By analyzing their constitutionally establishedpowers, including all of the minimally democratic bicameral countries, it waspossible to reach conclusions not previously suggested in the literature. Usinga two-step model whose calculation includes the possibility of a selection bias(Heckman model), the study evaluated both the factors leading to theexistence of an upper chamber and those defining its powers. Federalismproved to be an important variable for explaining the difference betweenbicameral and unicameral countries, but not for explaining the politicalstrength of upper chambers. The most relevant explanatory variable in thissense was the system of government: in Parliamentary systems, upperchambers have limited powers; in Presidential systems they exercise broadpowers 2006 artículo científico 0011-5258 https://www.redalyc.org/articulo.oa?id=21849202 en http://www.redalyc.org/revista.oa?id=218 Dados - Revista de Ciências Sociais application/pdf Universidade do Estado do Rio de Janeiro Dados - Revista de Ciências Sociais (Brasil) Num.2 Vol.49 |
