The character of substantive democracy which is proposed in the bolivarian political project, and which was developed during the 1990s by leftist social and political forces under the leadership of Chavez, is discussed, as well as its solidification in the 1999 Constitution under the title General lines of economic and social development of the nation, 2001-2003. The axis of social equilibrium which orient present state action, as well as other medullar social policies are iscussed.
