| contents | El outsourcing de los sistemas de información en las organizaciones públicas Jesús Alberto Andrade Castro Administración y Contabilidad power outsourcing Information systems structuration theory organizational practice The development of information systems (IS) has always involved multiple people with diverse formations and interests; however, works about IS have focused on two groups:on the one hand, technical works, devoted to the development of applications andsystems, and on the other hand, users. Organizations apply strategic policies to processinformation; one of them is outsourcing, which is used as a tool to create knowledge, todevelop products, software applications and IS, all done within an organizational practicemodeled by technologies and information systems (TIS). Thus, power and control relationsare established, which are increased by technical knowledge possessed by people; theseare expressed in habits that, routinely, people develop in their organizational practice. Theapproach that is used contributes to the increase of our understanding of the IS in termsof the relationships among organizations. This research is supported by Anthony GiddensStructuration Theory, as well as by the use of interpretative methodology that consider value, beliefs and the social construction of meanings.
