| contents | Community Policing in Guatemala: Continuity in Self-Defence? OTTO ARGUETA Política history Guatemala Community policing historical institutionalism In Latin America, community policing programmes have increased during thelast twenty years. The programmes were expected to reduce crime and strengthencollaborative relations between police and population, among others. However,an excessive focus on technical aspects has neglected counterproductive effects ondemocracy and the rule of law. Based on a historical institutionalism approach, thispaper critically analyses the concept of community policing and argues that widersocio-political contexts and institutional patterns of self-defence policing determinethe outcomes of community policing programmes. By examining the case ofGuatemala, this paper concludes that community policing has contributed to reinforceantidemocratic patterns through the reproduction of self-defence mechanisms createdduring the years of internal conflict. 2015 artículo científico 0716-1417 https://www.redalyc.org/articulo.oa?id=32443663005 en http://www.redalyc.org/revista.oa?id=324 Revista de Ciencia Política application/pdf Pontificia Universidad Católica de Chile Revista de Ciencia Política (Chile) Num.3 Vol.35 |
