Administración y Contabilidad Governance Public Policy Governability The purpose of this paper is to establish some theoretical and methodological bridges between approaches of public policies, on the one hand, and those of government, on the other. First, it is necessary to clarify and to differentiate the concepts of governability and governance current academic debate on government. "Governability" was first associated with the idea of government crises by means directing and controlling, but very soon the concept got enriched with the new elements of participating and legitimacy in the adoption of public policy to meet citizen's demands and needs. Recently, governmental behavior has been affected by facts such as globalization, crisis of politics, technological revolution, limited resources of the State, society of knowledge and the emergency of new actors in policy making processes, among others. In these circumstances, traditional way of governing (hierarchized, centralized and unidirectional), seems to give place to rather horizontal, off centered and cooperative forms of government, generically identified as "governance". Secondly, this work focuses on the way as governability and governance The Approach of Public Policies and the Studies about Government. Proposals of Bridges between them William Guillermo Jiménez B. are perceived by the public policies approach. The conclusion arrived at in this part is that there has been no significant contact between the two mentioned approaches on this subject, although lately there is an increasing interest in approaching problems of government from the point of view of public policies. Thirdly, the document tries to answer the following question: what have the studies of government said on public policies? The answer to this question is that the subject of public policies has been to a large extent, included in the treatment of government. Fourthly, there is an attempt of putting together the two approaches, based on empirical evidences obtained by the author through a field research on governability and governance in Bogotá. The outcome of this paper was that studies of governability and governance would be more suitable and relevant if they are done on subsystems or subfields of public policies, rather than on large ones.
