contents Políticas de inclusión en México: un análisis de marcos de un caso en Chiapas Luis Rodríguez Castillo Administración y Contabilidad Mexico Inclusion Case Analysis Social Programs Basic Education In this document it is made a frame analysis of the program called "All to the school", initiative to uphold the educative inclusion in the state of Chiapas, Mexico. The frame analysis has been used in the study of the establishment of the public agenda and this paper propounds complement the study with the examination of the public action. In that sense, the interpretations of the problem -and the solutions- to the educative exclusion, on the part of diverse social agents and governmental actors. Follow the argument of the quality in the education, a specific problem was taken care of in the initiative "All to the school": the "scholar no attendance", which did not face the frames established by the actors in other spaces, like union or policies of the federation in this sector. The strategies of reframe followed by the agents in their political logics and the search of positioning as opposed to other agents and instances of government appear; as well as its actions to solve the problem of the scholar no attendance. That is to say, it includes praxis of the actors involved in the initiative. The public action was coordinated by the local government, like the instance to identify the children who did not attend the school and to look for solutions to conditioners that caused this scholar no attendance. Policies of Inclusion in Mexico: a Frame Analysis of a Case in Chiapas Luis Rodríguez Castillo The focus to those problems oriented the action of the city council beyond the scholar no attendance, to the attention to the social and educative factors that cause the educative exclusion. This fact motivated institutional learnings around the effective interlocution between different social agents and governmental instances to obtain that the city councils were the key agents in the implementation of mechanisms to fight of effective way the scholar no attendance and to maintain the children reintegrated in the scholar system through the joint of policies for the social inclusion. This experience shows us how the local governments can coordinate a policy of social inclusion being the instance that articulates the citizen demand and it becomes the guarantor before the citizenship to demand quality and all cover of services, to programs supplied by the federation and the state. For that reason, the analysis of this case tries to promote the debate about the formulation of the policies of social inclusion for the development and the challenges that face the local interaction in an emergent frame for the implementation of public policies.
