| contents | De la evaluación por productos a la evaluación por resultados e impactos: análisis de las experiencias recogidas del proyecto de modernización del Estado argentino Edgardo Mosqueira Medina Administración y Contabilidad Argentina Reform Strategy Result Appraisal Management by Results The Latin American experience shows that following the Washington Consensus recommendations is not enough to reduce persistent levels of poverty and unequal income distribution. Because of this, since 1998, reform processes have focused on public sector efficiency, improved services- delivery and evaluation systems based on outcomes, as three essential foundations. The 1994 Constitutional Reform established a Head Office for the Ministerial Cabinet (Jefatura de Gabinete de Ministros), with specific functions for planning, coordinating, monitoring and evaluating public policies and programs, aligning this way the whole structure with the principles in the Evaluation and Monitoring System. On this line, the World Bank support has been centered on State Modernization, aiming to implement a new public management model, and reform the performance of key agencies and provincial governments. This document examines the existing conditions beyond the ones formally established, which could promote the implementation of an Evaluation and Monitoring System with better impact and oriented to create a new culture of accountability and transparency. Government authorities, as well as citizens, have begun to understand that such a scheme improves the State-citizen relationship, in particular through programs that inform about service delivery and quality; promote a closer link between strategic plans, budgets and operational plans; and increase transparency in crucial public procedures and in public procurement processes. All of these, currently operating, create a basis to establish a more sophisticated and effective system for Evaluation and Monitoring. Nevertheless, there is still a large gap between policy design, implementation and their actual outcomes. Several facts explain this: expenditure targets in budgets are vertically determined, with limited intervention from executive units; ministerial strategic plans are rarely used in budgeting; funds assignment is subject to cash funds availability; and strict and discretionary expenditure provides incentives to seek for more favorable means. It turns then imperative to assign the selected body with an appropriate hierarchy, in order to achieve more effective results in budget evaluation. The Management Information System, currently under development, considers an auto-evaluation and two evaluations by the sector ministry and the planning ministry. This system could be strengthened with the Chilean and Colombian approaches, by relying on highly transparent external evaluations, by making the results available for the public, and by using them continuously in the budgeting process, in order to stimulate improvements in public entities management.
