Gomera Administración y Contabilidad Case Analysis Public Services Domestic Wastes Public Contracts Municipal Services In many cities of the world, the solid waste service has been contracted to private companies. Even if this type of privatization has strong economic arguments, there are institutional and organizational elements that may impede the realization of the expected results from theory. The analysis of a case in a Dominican urbanization allows to identify the causes of observed deficiencies in a system of solid waste service based on contracts. Two fundamental elements in contracts between the public sector and private companies are the transparency and the incentive structure. In the case that we analyze, there is a lack of transparency in the tendering process and the content of the contracts. It is not only due to financial limitations that a solid waste service remains mediocre. Because of negative incentives the capacity is not utilized in the best way. Even if the municipality pays for a specific quantity brought to a final destiny, a combination of transport costs and lack of supervision may give the contractor incentives and possibilities to defect. This may explain the existence of irregular dumps alongside the route to the final destiny, together with the unauthorized activity of individual collectors who find a market due to the low coverage and quality of the solid waste service executed by the contractors. The improvement of the solid waste service starts by the organization and the institution, more than the financing and the technical effectiveness. The competition for the contracts should be transparent and detail the content to all users. It should also inform the users about costs for different service levels and fix a level adjusted to the willingness to pay, fulfilling the requirements of public health and of equity.
