For this, methods and techniques such as Kendall's coefficient of concordance, the SWOT analysis and the House of Quality were used. The main results were the current status of the quality of the pre-investment sub-process in the Holguin context, as well as the competitive profile with respect to other pre-investment sub-processes in the region.
