contents The changing face of environmental governance in the Brazilian Amazon: indigenous and traditional peoples promoting norm diffusion Veronika Miranda Chase Relaciones Internacionales 169 Norm Diffusion ILO Convention No Transnational Networks Consultation Protocols Transnational networks of non-state actors are using ILO Convention No. 169 as a powerful instrument of environmental governance. The treaty promotes the norm of Free, Prior and Informed Consultation (FPIC), empowering local communities to influence infrastructure projects that impact their livelihoods and natural resources. However, there is a disconnect between the Brazilian government’s discourse and the effective implementation of this norm. Using document analysis and process tracing, this article investigates this rhetoric-practice gap. It argues that these transnational networks are diffusing the FPIC norm through Consultation Protocols, slowly bridging the gap. 2019 artículo científico 0034-7329 https://www.redalyc.org/articulo.oa?id=35860328008 https://www.redalyc.org/journal/358/35860328008/ https://www.redalyc.org/journal/358/35860328008/html/ https://www.redalyc.org/journal/358/35860328008/35860328008.epub https://www.redalyc.org/journal/358/35860328008/movil 10.1590/0034-7329201900208 en http://www.redalyc.org/revista.oa?id=358 Revista Brasileira de Política Internacional application/pdf Universidade de Brasília Revista Brasileira de Política Internacional (Brasil) Num.2 Vol.62
