I pay specialattention to how the area’s history and cultural identity are beingdeployed by developers and residents, and how, despite theirdiffering aspirations for the area, both groups end up advancinga similar development vision and ideology. New governmentalpolicies favoring the privatization of land and propertysimultaneously intersect with and depart from Puerto Rican andLatino dreams of empowerment, and tap into these dreamsin multiple ways. The results are consumption-based developmentssuch as home ownership programs, favored by the Puerto Ricanmiddle class as part of their dream of empowerment throughproperty and the purchase of place, which are increasingly outof the reach of Puerto Ricans and most low and middle incomeinhabitants of East Harlem. 2003 artículo científico 1538-6279 https://www.redalyc.org/articulo.oa?id=37715106 en http://www.redalyc.org/revista.oa?id=377 Centro Journal application/pdf The City University of New York Centro Journal (Estados Unidos de América) Num.1 Vol.XV
