It argues that political objectives were more importantthan scholarly ones in launching this project. It was commissionedby the Puerto Rican government in an attempt to counteract theanti-Puerto Rican campaign-known in New York and Puerto Ricoas the “Puerto Rican problem”-that unfolded in New York Cityduring 1947.
