The creation of Puerto Rico´s Communications Authority in1942while Rexford Tugwell served as Designated Governor and LuisMuñoz Marín as President of the Senate in Puerto Ricois thestarting point for examining the Puerto Rican government´s plans forthe development of the telegraph, telephone, radio and publictelevision. This project led, in 1961, to the creation of WIPM-TV,Channel 3, as part of the Department of Public Instruction´s Radioand Television Service.
