In the face of continuing high levels of poverty and unemployment, and low levels of edu-cation, many South Africans remain socially and economically excluded. In its striv-ing to be a developmental state, South Africa should strike a balance in its macroeco-nomic policy between economic growth and promoting human-centred develop-ment. The adoption of the White Paper for Social Welfare in 1997 mandated the so-cial welfare sector’s role in social development. It paved the way for social work to utlise social investment intervention strategies to effect social change through inte-grated social and economic development.
