contents Urban growth controls under competition and fiscal revenues Dolores Garcia Estudios Territoriales There exists numerous papers dealing with the economic consequencesof fiscal competition among regions, in which local governmentsuse taxes as a means to attract either economic activity orresidents. Among the instruments most widely used at the local levelare planning restrictions, or urban growth controls. The use of thistype of instruments that guide local growth on the territory may haveimportant fiscal implications, both because they alter the price of land–or the price of housing product– and because they may constitute adirect source of fiscal revenues themselves. This paper analyzes theeffects of two different sorts of urban growth controls, namely urbanboundaries and taxes on housing. It concentrates on how these toolscompare according to their impact on the utility of residents, in asimple context in which households’ utility is not affected by the consumptionof local public goods. 2004 artículo científico 1697-6223 https://www.redalyc.org/articulo.oa?id=50400101 en http://www.redalyc.org/revista.oa?id=504 Urban Public Economics Review application/pdf Universidade de Santiago de Compostela Urban Public Economics Review (España) Num.1
