The aim of this articleis to analyse to what extent pricing can be a basic mechanism toguarantee an efficient use of the infrastructure. A recent literaturereview concludes that an optimal pricing system generatessignificant welfare gains. However, an optimal pricing systemimplies excessive transaction costs and, furthermore, use ofnecessary technology that is not available. Fortunately, the empiricalevidence strongly concludes that a more simple pricing systemcontinues generating welfare gains. The optimal pricing mechanismdepends on the level of external costs and on the characteristics ofthe urban area.
