A majority of the municipalities hadresponded by increasing the cooperation with neighbouring municipalitiesover the last few years. Simultaneously, many discuss or aredirectly involved in a possible amalgamation project. Accordingly, thepaper aimed at describing how cooperation has presently developedbetween Swiss municipalities, in order to illustrate the existing trendtowards amalgamation. Current surveys helped us estimate thegrowing importance of inter-municipal arrangements together withthe surge of amalgamations. A further goal was to investigate ifcantonal financial incentives to municipal amalgamation essentiallybenefit the cantonal community, following the fiscal equivalenceprinciple, or if they rather benefit amalgamating municipalities. Inreality, equivalence does not exist.
