The second part explains the structure of the Tribunal, in relation with the magistrates that comprise it, its relation to other important officials, and how it works. The third part exposes the competencies that are attributed in the Protocol of Cochabamba (1996) to the Tribunal; moreover, it emphasizes the six recourses that may be exercised, who can exercise them, against what acts, actions and omissions and what goal is pursued with the utilization of these procedures.
