Origins, development, and challenges Fernando Lolas Stepke Filosofía Bioethics is the use of dialog for formulatingand solving moral dilemmas posed by theprogress of science and technology. Concernsabout the survival of life on Earth and of therelations between medicine and the humanitieswere the origins of bioethical thinking. From aconceptual point of view it constitutes a socialprocess governed by emotions, a technicalprocedure aimed at correct decision-making,and an academic product influencingscholarship. Since its establishment as atechnical program at the Pan American HealthOrganization (PAHO), bioethics has contributedto the training of professionals, to theestablishment of committees and commissions,and to the improvement of clinical, research,and administrative practices in the countries ofthe Americas and the Caribbean. The BioethicsUnit has established advanced programs in fiveuniversities, promoted research and advocacyinitiatives, and sponsored courses and seminarsin 26 countries of the region. After an analysisof its development and evolution, this reportdoes not recommend professionalization ofbioethics and proposes further actions to trainprofessionals and researchers, a sustained effortto educate the public, and the assurance ofindependence from political or economicinfluences for the Bioethics Unit established atPAHO.
