Accordingly, an important debate has arisen related to the need to legally recognize a new category of migrants known as environmental refugees or migrants. There is currently, a well-known refusal of governments to recognize an additional refugee category from the ones already covered by the 1951 Refugee Convention. There is also a lack of consensus even in the scientific and legal community.
