Severino Relaciones Internacionales ASEAN Charter Southeast Asia In November 2004, the leaders of the Association of Southeast Asian Nations decided to worktowards the development of an ASEAN Charter. The formulation of a charter presents ASEAN witha priceless opportunity, not only to confer, for certain practical objectives, legal standing on theAssociation of Southeast Asian Nations. It is, above all, an opportunity to give substance toASEANs highest and most fundamental purposes, as they were laid down at the associationsfounding on 8 August 1967, and as they have developed over the years.
