Itsfurther evolution has been marked by the jurisprudence of theConstitutional Court, which has been oriented by values and thesearch of principles surpassing its text. All this has made theconstruction of a new constitutional map mandatory along witha structural reform of this Court aiming at limiting its attributionsin a prudent way and the access to its jurisdiction. In a same way,this is the exact moment for beginning vigorous reforms to the 1991 Constitution, which permit to restructure the politicalparties and the electoral process, to establish the dissolution ofthe Congress as a mechanism to mediate through popularintervention the conflicts between the executive and thelegislative powers, to establish limits to the Congress in front ofthe modifications of the indicatives of constitutional reformsand a series of temporary dispositions which allow to open theway for the institutional strengthening of the State, but at thesame time to ease the possibility of carrying out peace processes 2002 artículo científico 0121-8697 https://www.redalyc.org/articulo.oa?id=85101804 en http://www.redalyc.org/revista.oa?id=851 Revista de Derecho application/pdf Universidad del Norte Revista de Derecho (Colombia) Num.18 |
