  • <p><span>The resilience of the energy system is considered as a property that provides the ability to predict, prepare and adapt to changing conditions, as well as to resist, respond and quickly recover from failures with the help of adaptive and holistic planning, organizational, technological and technical solutions. Taking into account the fact of the growth of energy produced from renewable energy sources, it was concluded that a new approach to market decentralization at the regional level is needed. It is recognized that decentralization can be implemented by using the regional level's own resource potential. A means of achieving and realizing the resilience property of a decentralized system is the construction of an information and analytical environment for researching the peculiarities of the interaction of market participants, executive authorities and the regulator, as well as for the information support of the development of model tools, which are intended for the effective transition to a carbon-neutral energy system, which depends on the development of clean electricity and possible actions in the conditions of military influence.</span></p>
