<p><span>This executive report presents a unified framework integrating the Numerical Selection Theory (NST), the Period 3 numerical principle, and neural timing, with 62.5 ms (16 Hz) emerging as a fundamental discrete unit. Drawing from neuroscience, mathematics, and physics, we propose that 62.5 ms underpins synchronization in brain oscillations and connects to NST through cyclic patterns (e.g., 3 × 62.5 = 187.5 ms). </span></p>
