- <p>This paper analyses the root causes of the migration-related capability gaps that affect the security practitioners in the European Union and its Member States. It presents findings stemming from the use of the THOR methodology, which is a comprehensive and holistic framework that considers four dimensions of the capability gaps: technological, human, organisational, and regulatory. It further identifies and discusses several root causes for each dimension and provides potential recommendations to address them. The paper aims to enhance the understanding and development of the capabilities that are required to manage migration flows effectively and humanely, in accordance with the needs and expectations of migrants, host communities, and countries of origin and transit. It aspires to contribute to new knowledge by providing a multidimensional and integrated framework for assessing and developing the capabilities that are essential for responding to migration challenges in Europe and beyond.</p>
