SAFETY ASPECTS OF TRAFFIC EFFICIENCY IN CITIES: THE IMPACT OF PARKED VEHICLES

| contents | <p>The parking problem in Europe and Ukraine has different causes, including high building density, many vehicles, and strict regulations. In European cities, it is being addressed by developing public transport, building car parks, using modern technologies, and increasing fines. In Ukraine, the problem is complicated by a lack of funding, outdated infrastructure, and insufficient control, which requires a comprehensive approach.<br>Congestion on carriageways due to chaotic parking significantly reduces road capacity, causing congestion, increasing average vehicle delay times, and increasing the risk of road accidents. The problem of chaotic parking is being actively investigated to develop effective solutions to optimize traffic and improve safety.<br>The presence of parked cars limits the maneuverability of traffic flow, reduces the efficiency of road space use, and creates additional difficulties for public transport. To assess the impact of parking on traffic capacity, a methodology was used that found that parked vehicles can reduce the capacity of a road section by 2-14 times, depending on the parking angle.<br>Seven variants of traffic management with different parking schemes have been modelled, which has allowed quantitative dependencies between the location of vehicles and the average traffic delay time to be established. It is determined that the proposed variant of parking at an angle of 0° reduces the delay of one vehicle by 3.6 times, while a complete ban on parking reduces the delay by 5.6 times. All other options for the location of vehicles along the site are impractical due to a significant reduction in throughput.<br>Recommendations for optimizing the parking policy are proposed, including introducing intelligent parking management systems, zoning of parking spaces, and arranging dedicated lanes for public transport. The obtained results can be used to improve the transport situation in cities by improving traffic and parking.</p> |
