contents <p>Define and use the methods and tools by which the use cases are tracked. The use cases will be monitored and<br>assessed in a way that is sufficiently open, concise, and clear as to how the agreed targets and indicators are<br>measured and quantified. This should be done in a way that is transparent and objective. Moreover, a<br>comprehensive monitoring data collection approach was developed by designing a unified framework for<br>harmonized data collection, analysis, and storage. In addition to monitoring the use cases’ progress, contextual<br>information had to be collected as well (i.e. developments that are not intentionally related to the policy<br>intervention, although they may be influenced by it, such as economic growth, break-through technologies, new<br>behavioral patterns etc.).</p>
