- <p>This article examines the critical role of human capital development in reducing socio-economic inequalities<br>through a comparative analysis of policies implemented in the European Union (E.U.) and Uzbekistan. Recognizing<br>human capital as a pivotal determinant of inclusive economic growth and social stability, the study assesses key policy<br>frameworks such as the Europe 2020 Strategy, European Pillar of Social Rights, and the Cohesion Policy within the E.U.,<br>alongside Uzbekistan's Development Strategy (2022-2026), education reforms, healthcare initiatives, and international<br>collaborations with the World Bank and the Asian Development Bank. Utilizing a range of socio-economic indicators<br>including education accessibility, healthcare outcomes, labor market integration, and poverty trends, this analysis<br>highlights both achievements and persistent challenges within each context. The comparative approach identifies<br>effective strategies from E.U. practices that could inform policy improvements in Uzbekistan, emphasizing the importance<br>of regional cohesion initiatives, digital literacy, vocational training, healthcare accessibility, and inclusive governance<br>mechanisms. Ultimately, the findings underscore strategic human capital investments as essential for addressing root<br>causes of inequality, fostering inclusive growth, and enhancing economic resilience.</p>
