contents <p>Iran and Afghanistan are among the countries facing water scarcity worldwide. Utilization of border waters has always been a significant issue of concern for both parties. Examining the historical trend of relations between the two countries consistently demonstrates their inclination towards negotiating on this matter. Neglect of international laws, agreements, and treaties by Iran and Afghanistan, along with Afghanistan's repeated and unilateral interruptions of Iran's water rights, have resulted in political, economic, social, and ecological repercussions in their bilateral relations. Based on this hypothesis, the impact of Iran's water rights from the Helmand (Hirmand) River on relations between the two countries has been investigated. This article first reviews the historical course of water disputes between the two countries from 1873 and the issue of the Goldsmith Treaty to the present day. Using the theories of the Copenhagen School, the tension and water disputes between the two countries are analyzed from military, political, economic, social, and environmental security perspectives. The conclusion offers various solutions to reduce tension, such as integrated management practices, joint projects, and investments.</p>
