  • <p><span>Digital transformation and globalization have driven significant shifts in global employment, particularly through the rapid growth of freelancers and the gig economy in the technology and creative sectors. This condition has given rise to new challenges in employment governance, such as the increasing risk of transnational business, the need for fairer and more inclusive freelance management, and the urgency of establishing multilateral standards and a global governance framework to protect freelancers in cross-border labor markets. This study aims to analyze the influence of psychological contracts and organizational needs on the implementation of inclusive HR management in freelancer employment relationships in the digital and globalization era. Using a quantitative approach, data were collected through a survey of 200 freelancers in Jakarta, then analyzed using SPSS version 25, including validity and reliability tests, multiple regression analysis, and hypothesis testing. The results of the study indicate that psychological contracts and organizational needs have a positive and significant effect on the implementation of inclusive HR management in freelancer employment relationships. By strengthening psychological contracts and paying attention to organizational needs, companies are able to create an inclusive work environment that makes freelancers more engaged and adaptive to change. These findings imply the importance of adapting HR policies and policymakers to be more responsive to changes in the global employment landscape, strengthening international cooperation, and reducing fragmentation in employment arrangements in the digital era.</span></p>
