The EU must assume greater responsibility for defence and global order, focusing on four roles: defender, protector, actor, and arsenal. However, it faces internal disagreements, limited autonomy, and funding challenges. The report urges pragmatic cooperation, prioritizing industrial defence capacity, economic-security alignment, and strategic clarity. It recommends strengthening political coordination, integrating defence into enlargement, and boosting intelligence sharing to maintain relevance and public support. The EU’s most effective role currently lies in reinforcing its defence industrial base rather than pursuing symbolic ambitions.</span></p> |
