contents <p><span lang="EN-GB">The "EU defence cooperation under geopolitical stress—roles, hurdles and opportunities" report is part of the GEO-POWER-EU Horizon project's deliverables, D.3.2. </span></p> <p><span lang="EN-GB">GEO-POWER-EU seeks to empower the European Union to manage security threats in its eastern neighbourhood and the Western Balkans in a deteriorating geopolitical environment. The project's primary ambition is to surpass current standards and develop a comprehensive EU strategy for these regions using new and </span><span lang="EN-GB">reconstituted <span>policy instruments, while considering the strategic ambitions of other geopolitical actors. </span></span></p> <p><span lang="EN-GB">The report highlights that Europe’s security framework is being reshaped by Russia’s aggression, uncertainty in US support, and China’s rise. The EU must assume greater responsibility for defence and global order, focusing on four roles: defender, protector, actor, and arsenal. However, it faces internal disagreements, limited autonomy, and funding challenges. The report urges pragmatic cooperation, prioritizing industrial defence capacity, economic-security alignment, and strategic clarity. It recommends strengthening political coordination, integrating defence into enlargement, and boosting intelligence sharing to maintain relevance and public support. The EU’s most effective role currently lies in reinforcing its defence industrial base rather than pursuing symbolic ambitions.</span></p>
