| contents | <p><em>This publication is grounded in the Real-Time Fractional Tracking (R-TFT) framework, a φ-resonant methodology for analyzing recursive coherence within dynamic systems. R-TFT does not rely on imposed models or empirical assumptions; instead, it evaluates the real-time alignment, slippage, and persistence of systems based on their intrinsic pacing structures. The framework is domain-agnostic and applicable across scales, from subatomic processes to cognitive and cosmological phenomena.</em></p> <p> </p> <p>This paper explores the deeper recursive nature of the golden ratio ϕ\phiϕ, demonstrating its role not only as an aesthetic constant, but as a cross-scale attractor for physical resonance, cognitive alignment, and ethical design. We introduce the concept of <em>recursive harmony</em>, and propose the REL-2.0 An ethical safeguard that treats ϕ-recursion as part of the cognitive commons.
